Training Expert: Human Rights and Advocacy (Pakistan)

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide. With support from the German Federal Foreign Office, DRI Pakistan is currently implementing a project entitled “Supporting Advocacy for Human Rights, Good Governance and Elections in Pakistan”. The project aims to support Pakistan’s state institutions, public bodies and civil society to formulate, implement and advocate for priority human rights and democratic reforms.

The Assignment

Back in 2015, DRI organised Multi-Stakeholder Dialogues across Pakistan to create an informed debate on Pakistan’s international human and labour rights compliance commitments, including the GSP+. As a result of these interventions, Civil Society Working Groups (CSWGs) emerged in Pakistan’s 4 Provinces with the aim to advance democratic and human rights reforms, using the country’s GSP+ obligations as an opportunity. To achieve this goal, the CSWGs continue to engage with policy makers, relevant state bodies, National Human Rights Institutions (NHRIs) and international partners such as the EU and the UN Treaty mechanisms.

DRI, as part of its ongoing support to the CSWGs, is strengthening civil society’s role in protecting democratic gains and advancing human rights by implementing a ‘Civil Society Development Programme’.

Tasks and Deliverables

DRI seeks the services of a Pakistan-based training expert to design and implement capacity building workshops for the second-tier cadre of CSWGs member organisations primarily focusing on human rights, advocacy, and project planning and implementation.

  • Outline training contents and methodology for 2–3 days capacity building workshops, covering the following key contents:

Workshop-1: Human Rights

  • Human rights concepts, politics and history;
  • International human rights frameworks and mechanisms;
  • Integrated approach to applying the international human rights framework to the Pakistani context.

Workshop-2: Advocacy Skills

  • Developing effective strategies for (policy) advocacy;
  • Developing and operationalising coalitions;
  • Working with stakeholders for democratic/human rights reforms.

Workshop-3: Practicing Advocacy campaigns

  • Coaching sessions, if required, or;
  • Contents to be designed based on participants’ feedback
  • Develop / identify pre/post-training reading materials for participants on human rights and advocacy to enhance their understanding on the subjects
  • Develop presentations and handouts to share with participants during the workshop;
  • Develop pre-and post-workshop evaluation questionnaire;
  • Conduct training workshops and coaching sessions
  • Conduct follow-up /post assignment coaching sessions (exact number to be defined) to support participants to develop and execute and joint advocacy projects
  • Perform any other tasks relevant to the assignment.   

Qualifications and Experience

  • A university degree in Human Rights/Political Science, International Law, or equivalent;
  • Excellent understanding of international human rights framework in comparison with Pakistan’s relevant policies, laws and systems;
  • Demonstrated experience in designing and/or executing joint advocacy campaigns preferably around democratic and human rights reforms;
  • Excellent communications skills and demonstrated experience in delivering workshop sessions;
