Background:
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organization registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide. In Libya, Democracy Reporting International (DRI) has been supporting the constitution-drafting process, community engagement in governance, civil society strengthening, the democratic transition, and women’s participation in public life.
Under the ISAL project (Improved Service Delivery and Accountability at Local Level) which is implemented by a consortium of CILG, VNG International and DRI and funded by the European Union, DRI aims to contribute to the consolidation of the democratic transition and stabilisation process in Libya by ensuring Libyan citizens and their representative networks and organizations are more involved in local public life, municipal action, local policymaking. ISAL focuses on bilateral work with municipal officials and community and civil society representatives to build trust and provide targeted capacity building on participative approaches in local governance. We engage in activities that aim to achieve a wider shift in mentality, toward municipalities and civil society both acknowledging the benefits of participative local governance and fostering sustainable cooperation between the two. It should serve as a model for the participatory approach to be implemented in all aspects of local governance.
In line with objectives of the above-mentioned project, DRI Libya is recruiting an experienced trainer to design and deliver three training modules for municipalities on participatory approaches and inclusive local governance. As the phraseology of the activity suggests, the participatory dimension is part and parcel of all the modules. The training should be delivered online using participatory methods.
Each module will be delivered over a period of three full days during which councillors and municipal staff, and civil society representatives will be trained. A smaller number of participants (no more than 15) will allow for better communication and trust-building between civil society representatives and municipal staff and councillors. It will also allow for meaningful debates on contextualising the implementation of techniques included in the modules. DRI will be responsible for organising the trainings and selecting the participants.
The result of this activity is increased knowledge on locally relevant methods of participatory approaches to governance for CSOs and governance actors in three Libyan municipalities.
Your task:
- Design and conduct an interactive three-day web-based training on locally relevant methods and approaches to participatory governance. The three-day session should be delivered three times with three separate cohorts.
Deliverables:
- Design full package of training materials for the three webinar sessions including a concept note that includes methodology, learning outcomes (in line with DRI’s objectives), course content and interactive training materials which could include Power Point slides, and student guides-including short handouts.
- Deliver three 3-day modules online using interactive and participatory tools.
- Final activity report

Skills and Experience:
- University degree in economics, law, public administration, political science, sociology, social work, anthropology, engineering, and management or other relevant fields;
- At least five (5) years of demonstrable knowledge and experience in one or more of the following areas: Participatory Governance; Community Engagement; Strengthening civil society’s commitment to government public accountability in conflict affected situations; Effective and inclusive service planning, Gender or youth considerations in municipal planning;
- Demonstrated experience in designing and delivering training on participatory governance and community engagement in governance, preferably in a virtual format;
- In-depth knowledge of the Libyan political context, and experience of working with relevant stakeholders including policymakers at local level, media, political leadership and Libyan civil society organizations;
- Fluency in Arabic required; English is preferred;
- Libyans are strongly encouraged to apply
