Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.

DRI has been present in Ukraine since September 2014. Together with the Institute of International Relations of the Taras Shevchenko National University of Kyiv, DRI has worked with major Ukrainian civic initiatives to provide systematic monitoring and reporting on the key political reforms. We are currently looking for an experienced and proactive Senior Legal Analyst to support DRI Kyiv Office in managing the project in Ukraine. The aims of the project are (1) to provide Ukrainian and international public with regular firsthand reports and analyses of ongoing political reforms, feeding international standards and comparative practice into the reform discussions, and (2) to build capacities of regional and local civil society groups, youth organisations and students for monitoring, analysis and advocacy for reforms.

Duties and responsibilities:

Under the supervision of the Country Representative Ukraine or his assigned representative, the Senior Legal Analyst will analyse and follow up on the political reform process in Ukraine, in particular:

  • Draft, review and contribute to legal analyses and other project publications in cooperation with DRI; ensure together with the project team the overall accuracy of publications;
  • Represent DRI in the public discussions on political reforms; attend expert discussions organised by different stakeholders and institutions and regularly report in a timely manner his/her participation at the meetings and on the on-going reform debate;
  • Support the project team with regards to monitoring of legislative initiatives in the Ukrainian parliament;
  • Contribute to the development and implementation of project conferences, public discussions and other activities, such as student workshops, capacity buildings trainings for CSOs, etc.;
  • Together with the Country Representative and Project Coordinator create more space for debates and maximising the outreach, including giving interviews to the media on Ukraine’s reform process and the project;
  • Perform any other related duties that may be assigned.

Qualifications and experience:

  • University degree in law or international public law.
  • At least four years of relevant professional experience in a similar role, with demonstrated experience in providing legal expertise, writing, editing and summarising complex legal document on the topics relevant to the project (constitutional, electoral, judicial and decentralisation reforms).
  • Experience of working for a think tank, research organisation, or NGO is desirable.
  • Good knowledge and understanding of Ukraine’s political context, including key stakeholders in parliament, government and civil society.
  • Ability to analyse information from different sources and synthesise this information into coherent and brief reports.
  • Excellent communication, networking skills; team player.
  • Advanced IT skills, including Microsoft Office suite.
  • Fluent in English, Ukrainian and Russian (spoken and written).
