Background
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. Democracy Reporting International promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
As part of the EU funded project “STEP Democracy”, and the GIZ funded project “Strengthening Change-Makers’ Legal Analysis Skills on ICCPR and Freedom of Religion or Belief“ DRI is currently recruiting a Senior Human Rights Expert to support activities aimed at providing technical support to various high-level stakeholders on pluralism, civil and political rights, freedom of religion and rights of vulnerable groups in Myanmar, and to spark an informed policy dialogue among them on these issues currently at stake in the on-going peace process.
Your Duties and Responsibilities:
The Senior Human Rights Expert will work with the DRI Myanmar team to design and conduct a one-day workshop in cooperation with the Myanmar National Human Rights Commission (MNHRC) on ICCPR ratification targeting high-level government officials. This workshop will aim at raising awareness about ICCPR, focusing on its content, the legal obligations it entails, the reporting procedures and the ratification and reservation process. This high-level workshop will be complemented by additional events, including a half-day briefing to the MNHRC on ICCPR ratification, and a half-day workshop with civil society organisations advocating for the ratification of ICCPR in Myanmar.
The Senior Human Rights Expert will work with the DRI Myanmar team to design activities relevant to the current political context, participate in the events as resource person, and provide comparative insight to state officials, civil society organisations, political parties, and other stakeholders that take part.
Your Tasks:
The Senior Human Rights Expert will be expected to:
- Collaborate with the DRI Myanmar Country Representative and Country Office team on the design and development of the following activities:
– a one-day workshop on ICCPR ratification in cooperation with the Myanmar National Human Rights Commission (MNHRC) for government officials
– a half-day briefing for the MNHRC on ICCPR ratification
– a half-day workshop for civil society organisations on ICCPR
- Act as a resource person at workshops and other relevant events, designing and facilitating sessions as required;
- Provide technical advice and comparative inputs to government officials, civil society and other national stakeholders involved in the peace process and legal reforms;
- Suggest a list of handouts and materials for the events.
Timeframe
The mission is scheduled between, to be confirmed, 4th February 2019 and 20 th February 2019.
Location and/or Travel Plan:
During planned events, the Senior Human Rights Expert will be expected to travel to Myanmar and work from the DRI office in Yangon, with internal travel to Naypyidaw as appropriate.
Your Qualifications:
- Advanced university degree (Master’s, or Ph.D) in law, political science, or a related field;
- At least 10 years of experience in democracy support with a focus on international human rights instruments, civil and political rights, bill of rights in constitutions, lawful limitation of rights, and treaty ratification;
- Experience in delivering technical assistance, training sessions, or capacity-building on human rights and any of the subject matters listed previously;
- Previous experience in being part of treaty review, ratification, withdrawal, reservations or reporting processes of ICCPR or other relevant international human rights treaty is an asset;
- Demonstrated knowledge of the constitutional and legal frameworks in Myanmar is an asset;
- Working experience in Myanmar or the region strongly preferred;
- Excellent command of English is required;
- Excellent research and reporting skills are required.
