DRI is seeking the services of a professional media firm for production and broad-casting of radio programmes. Interested firms may submit their proposal on official letter head with the name, signature and stamp of the concerned official with other complete documentations listed in Annex-II.

2. Assignment Background

With support from the German Federal Foreign Office, DRI Pakistan is currently implementing a project entitled “Consolidating Democratic Stability in Pakistan”. The overall objective of the project is to strengthen local constituencies, both on the governmental and non-governmental side, to consolidate the democratic transition process in Pakistan, specifically with a view to human rights protection and effective, decentralized governance. DRI’s work in reference to local government focuses on the following objectives:

  • Improve the understanding of the sub national legal framework through local government act assessments;
  • Facilitate policy exchanges of sub national parliament and government actors on decentralization and multi-tier systems.

DRI’s call for proposals aims to allow organisations to submit their ideas, contributing to the delivery of the objective of “Increase civic awareness of local government structures for efficient protection of citizens’ rights. Each radio programme will feature guests from Civil Society Working Groups (CSWG) and experts from across Pakistan”. The radio programmes will be aired on FM radio stations as an avenue to reach as large a segment of the population as possible.

Contract Duration & Total Contract Value:

DRI will sign a deliverable based service contract with the selected bidder. The deliverable based service contract will start from the date of award of contract in October 2020 till 15 December 2020. Production and Airing of the radio programme show must be completed within above time frame.

Other Terms and Conditions:

 

  1. Submitted Offers/ Price Proposal shall be in English language;
  2. All amounts shall be in shown in PKR and inclusive of applicable taxes as per Pakistan Law. DRI Pakistan will deduct with-holding tax at source according to Pakistan Law.
  3. The contract will be awarded on best value for money basis.
  4. The entire evaluation procedure is confidential.
  5. The successful bidder will be informed in writing that its proposal has been accepted.

 

 

Annex – I

Terms of Reference

 

The Assignment:

The Balochistan assembly passed its local government Act in 2010 while the assemblies of Punjab, Khyber Pakhtunkhwa and Sindh passed their local government acts in 2013. In 2019 the ruling party PTI made amendments to the KP local government act 2019 which is now known as the LG Amendment Act 2019 and in Punjab introduced a new law entitled “The Punjab Local Government Act 2019”. Currently there are no local governments in all the provinces except Sindh and elections are expected to take place in KP and Punjab in 2021.

 

DRI’s aim is to initiate the process of awareness raising of the different local government acts to inform the citizens and how the law is likely to impact local governance at the different tiers and the rights of the citizens while especially integrating human rights information.  This will be done through an information campaign at the district, village and provincial level through radio shows.

 

Tasks and deliverables:

  • Prepare scripts for a series of at least four radio programmes, each lasting approximately 20 minutes, covering topics assigned by DRI; scripts and programmes will be in provincial languages, but translation will be required for internal review.
  • Incorporate additional information to strengthen the content of the programmes, where necessary;
  • Produce the radio programmes, including all post-production work (editing, mixing etc.), which should last approximately 20 minutes;
  • Arrange broadcast of the programmes on suitable FM radio station(s) that can provide maximum outreach across the country.
  • Develop a suitable and convenient mechanism for collecting listeners feedback on the programmes. Collate such feedback and provide them to DRI.
  • Coordinate with concerned DRI staff members for timely completion and correspondence on all tasks.   

Experience and profile:

  • Possess a minimum of 5 years of professional experience in media production and preparation and production of radio programmes; Linkages and experience of working with suitable FM radio stations for broadcast of the programmes is required.
  • Demonstrate an extensive knowledge of communications/media (relevant qualifications preferred) and abilities in production and post-production;
  • Experience producing similar awareness raising programmes for NGOs and related organisations will be considered an asset;
  • Capacity to produce deliverables in local languages such as Sindhi, Pushto, Balochi and Punjabi will be considered an asset

 

Note: DRI reserves the right to reduce or increase the number radio programmes as it deems necessary and will aggregate costs and rates accordingly.
