Background
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes the political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide.
In Libya, DRI has been supporting the constitution-drafting process and the work of Libyan civil society organisations on topics related to the constitution, human rights and local governance. Under this project, DRI will be working with its local partners and networks to create a conducive environment for the next steps of the political transition. To do so, DRI, in close cooperation with its local partners, will raise awareness among citizens (online and offline) on the relevance of democratic milestones of the transition and facilitate exchange between citizens and relevant political and institutional actors (such as representatives of the National Election Commission, the Constitution Drafting Assembly and others).
Your Duties and Responsibilities
Under the overall supervision of DRI’s Director of Programmes, the Project Manager will be responsible for the set-up of the Libya office and the inception of DRI’s new Libya project.
More specifically, the Project Manager will be responsible for the following tasks:
- Identify Libyan stakeholders relevant for the project (e.g. representatives of the Government, Civil Society and experts);
- Support the opening of a DRI Libya office in Tunis;
- Coordinate the investigation of legal issues regarding DRIs registration or right to work in Tunisia, as required;
- Assist in the recruitment of locally hired team members;
- Supervise the work of project staff;
- Supervise, in close coordination with the (to be hired) Policy Officer, experts, including the social media data analyst and experts working on a key publication;
- Prepare, organize and conduct a kick-off workshop for project partners in Tunis;
- Assist during visits of DRI’s HQ team members;
- Liaise with the DRI Representative for North Africa on strategic matters;
- Develop an activity workplan for the inception phase and the following three months;
- Perform any other related duties, which may be assigned.
Your Education & Experience
- Master’s Degree in, law, political or social science or a related field;
- At least five years of relevant professional experience managing projects related to democracy assistance, human rights or governance reform. Experience with international non-profit organisations is preferred;
- Proven experience in supervising and managing staff; experience in heading a project office in Libya is an asset;
- Strong networks with relevant stakeholders in the governance field in Libya is a strong asset;
- Sound knowledge of international democracy and human rights standards;
- Good working knowledge of Microsoft Office (particularly Word, Excel and PowerPoint);
- The ability to travel inside Libya is an asset;
- Fluency in English both spoken and written is required;
- Fluency in Arabic, both spoken and written, is a strong asset;
- Strong presentation skills (written and oral);
- Excellent interpersonal, managerial and communication skills, and a strong administrative track record, including proven leadership, staff and financial management;
- Good negotiation skills and the ability to work as part of a culturally diverse team.
