Background:
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes the political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide.
The Strengthening Libyan Civil Society Engagement on the Constitution and Political Transition project is funded by the German Ministry of Foreign Affairs and implemented by Democracy Reporting International. It aims to contribute to Libya’s political transition into a democratic state. While this is a long-term goal, which will most likely not be achieved during the span of the one-year project, the project interventions seek to increase awareness and understanding of the Libyan public on the political transition, particularly the constitution and elections, and to create opportunities for citizens to engage on issues pertaining to the transitional process.
DRI’s project seeks to contribute to a long-term solution to these crises by identifying change agents or multipliers within civil society who can actively contribute to the establishment of democratic and legitimate institutions and to engaged citizens. These, in turn, have the chance to respond to these challenges with one unified answer and bring back order, stability and the rule of law. While it might take years to establish functioning, efficient and accountable institutions in Libya, it is the only sustainable solution to the Libyan crisis which has been troubled the country since more than four years.
Given the growing political apathy and cynicism as well as the little understanding and appreciation of the political process among citizens we witnessed in the past years, DRI’s project seeks to counteract these trends and increase support for democratic state-building among Libyan citizens. The project will do so in two ways: by 1) informing civil actors about and 2) engaging them in the political transition.
As a result of the proposed project, the understanding of key political transition issues among Libyan citizens and Libyan civic actors (Output 1) and the capacity of Libyan civic actors to engage citizens in the political transition has increased (Output 2) will have increased.
DRI is currently recruiting a project evaluation consultant to design and conduct a final project evaluation of the above-mentioned project.
Purpose of the consultancy:
The implementation of the project began in November 2018 and will be completed by end of November 2019. DRI Libya is seeking an Evaluation consultant to undertake a comprehensive summative evaluation of the project. The Consultant will be required to assess the project against OECD-DAC criteria of relevance, effectiveness, efficiency, impact and sustainability in addition to gender inclusion.
DRI Libya will provide the consultant the relevant project documents and coordinate with local partners in Libya in case of field data collection/visits. The consultant will be responsible for identifying the appropriate and relevant evaluation methodology that takes into account the current situation in Libya and for ensuring primary data is collected from the Project’s direct and indirect stakeholders.
Evaluation objectives:
- Evaluate the extent to which the project has met its expected results as per the project’s logframe
- Identify the most significant change that occurred as a result of the project activities
- Assess the strengths and weaknesses of the project and provide recommendations regarding areas for improvement for a potential continuation of the project
- Formulate lessons learnt from the project’s implementation and introduce recommendations to improve design and delivery of a potential continuation of the project
- Identify success stories and clearly describe the role of the project activities and partners
- Identify opportunities for the sustainability of the project outcomes
- Assess the extent and modes of gender inclusion in the project activities and how they were affected by the project
- Provide recommendations as to how to improve outcomes for (young) women in a potential continuation of the project
Deliverables:
- Evaluation methodology, milestones and timeline – should be submitted within a maximum of 3 days as of the signature of the contract;
- Evaluation tools (questionnaires, surveys, interview guides…etc.) that the consultant will use to conduct the evaluation, for DRI’s approval – should be submitted within a maximum of 1 week;
- Draft evaluation report – a maximum of 50 pages excluding the annexes should be submitted within a maximum of 5 weeks;
- Final evaluation report – a finalized report should be submitted within a maximum of 5 working days as of receiving DRI’s comments on the first draft
Qualifications:
- Advanced degree (Masters or higher) in political science, social science, development studies and/or other relevant fields is required
- At least five years of demonstrated work experience in monitoring and evaluation of development programs, particularly in the field of democracy support, elections assistance and human rights is required
- Familiarity with the situation in Libya is preferred
- Excellent interpersonal and communication skills
- Cultural and gender sensitivity
- Fluency in both English and Arabic is required for this assignment
