Support to Electoral Processes and Democracy in Myanmar Project Team
PROGRAMME OFFICER
Form of Employment: Long-term consultancy contract
Position Location: Yangon, Myanmar with occasional travel for project activities
Reporting to: DRI Country Representative Myanmar
Contract Period: as soon as possible, initial one-year contract with the high probability of extension
Background
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. Democracy Reporting International promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.
DRI is recruiting a Programme Coordinator to support the development and implementation of the European Union- funded STEP Democracy project. STEP Democracy is implemented by a consortium of 9 national and local organisations and works with the Union Election Commission (UEC), political parties and civil society organizations (CSOs), supporting Myanmar’s democratic transition with tailor-made and non-prescriptive programming in line with the unique needs of each electoral stakeholder, promoting dialogue on electoral reforms, human rights and democratic governance.
Objective and Role
The Programme Officer supports all aspects of project implementation with a focus on data collection and analysis. She/He will work closely with the programmes team and report to the Country Representative.
Location
The Programme Officer will work from Yangon, with occasional travel for project activities.
Tasks
- Acts as focal point for monitoring and evaluation of the project, coordinating data collection and submission to the consortium leader;
- Support each programmes team focal point with the development of pre/post test, and evaluation forms and analyse the data collected from each programme activity and identify potential challenges in programme implementation or in data reporting.
- Supports data analysis for research activities, including surveys and stakeholder mappings;
- Leads on designated activities, including development of concept notes and agendas and coordinating activity logistics with the administration team;
- Support the planning of expert visits and expert stakeholder outreach, including translation at meetings and briefings;
- Represents DRI at relevant events;
- Acts as mentor for interns, in coordination with the other members of the Programmes team;
- Any other tasks as required.
Qualifications
- University degree in social science, political science, international relations, law, or other relevant field;
- 3-5 years of relevant professional experience in donor-funded technical assistance projects;
- Experience in programme management, including management of work-plans and monitoring and evaluation tools required;
- Experience working with civil society organisations or CSO capacity-building will be considered an asset;
- Ability to work under limited supervision and in a multinational team with pro-active and problem-solver attitude is a must;
- Excellent communication skills and proficiency in oral and written English and Myanmar.
