Background:
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes the political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide.
In most developing countries economic growth and export opportunities do not go hand-in-hand with improvements in citizens’ enjoyment of fundamental human and labour rights. In line with its core values, the EU is therefore promoting sustainable development and human rights through its trade instruments, in particular the Generalised Scheme of Preference Plus (GSP+). Recognising the importance of GSP+ as a mechanism to promote fundamental freedoms and rights, DRI is implementing a three-year project (February 2017 – January 2020) funded by the EU to support the advancement of human and labour rights in nine countries worldwide (Armenia, Bolivia, Cape Verde, Kyrgyzstan, Mongolia, Pakistan, Paraguay, the Philippines and Sri Lanka). The project may be extended or a follow-up project is possible.
In the project, DRI and its country partners seek to use the opportunities created by the GSP+ to inform and empower citizens so they can actively claim their rights. The project focuses on human rights monitoring and multi-stakeholder consultations on the situation of human and labour rights in the country, engaging with citizens’ organisations, trade unions, the business community and local authorities. DRI is therefore currently recruiting a full-time Programme Manager for its head office in Berlin.
Your duties and responsibilities:
Under the overall supervision of DRI’s Director of Programmes, the Programme Manager, Global Human Rights Project (GSP+) will be responsible for managing the implementation of DRI’s global GSP+ Project, coordinating effectively activities at the national and global levels, overseeing the country-specific components in 9 participating countries as well as implementing a set of global activities. More specifically, the Programme Manager will be responsible for the following tasks:
Programme Management
- Is responsible for the day-to-day management of the programme through its life cycle, in line with programme objectives and in strict compliance with the contract and the requirements of the grant giver, ensuring that programme products and activities are responsive to programme goals and delivered in an effective, timely and cost-effective manner, using standardised programme management tools including, work breakdown structures, programme logic, logframes etc.
- Regularly monitors implementation and proposes any modifications to the implementation calendar (work plan) that may be required.
- Ensures a continuous and effective MEL (Monitoring, Evaluation and Learning) process throughout the project management cycle.
- Ensures that gender mainstreaming is applied throughout the project management cycle.
- Manages the programme budget, prepares forecasts, check financial follow-ups and reports.
- Prepares relevant narrative reports, amendment proposals and acts as contact point for the Donors.
- Identifies and oversees the work of implementing partners in the beneficiary countries, ensuring through effective communication and capacity-building activities that they are informed about, understand and comply with the Donors’ regulations, respect the deadlines and their contractual commitments.
- Assesses programmatic and financial risks and issues that might arise over the course of the program life cycle, as well as suggesting measures to correct them when they occur and implementing the approved measures.
- Identifies, formulates and implements activities at the global level, including supervision of procurement and recruitment processes according to the programme needs.
- Contributes to DRI’s fundraising to guarantee financial sustainability of the GSP+ global project until end of the implementation period.
- Conducts fact-finding and monitoring missions in the beneficiary countries.
- Manages the team appointed to the programme in HQ.
- Closes the project.
- Develops ideas and proposals for follow-up work
Coordination, Communication & Representation
- Represents the programme at various fora, occasionally at high-level gatherings
- Further develops a visibility and outreach strategy for the programme and ensuring strict compliance with the visibility requirements of the grant giver.
- Ensures the regular up-dating of the DRI website relative to the programme in accordance with the DRI visibility and communication standards.
- Coordinates the programme at its different levels ensuring coherence between the various country-specific projects and the global component.
- Coordinates with DRI’s Country Offices implementing activities under the GSP+ programme and with the relevant POs.
- Ensures effective communication with the relevant EUDs.
- Ensures effective coordination and communication with other organisations implementing GSP+ programmes, in particular EPD and ERT, and collaborate with them in the preparation of joint documents as requested by the Donor.
- Develops and maintains relationships with key actors (DG TRADE, EU Institutions, other international NGOs).
- Other relevant duties compatible with the main tasks, as required.
Your Education & Experience:
- Master’s Degree in social sciences, public administration, development, law or a related field;
- At least eight years of relevant/progressive professional experience managing projects related to human/labour rights, governance or related fields, preferably with an international NGO;
- Proven experience in managing projects funded by the European Commission, preferably through EIDHR;
- Strong coordination skills with the ability to effectively coordinate among partner organisations; experience in implementing projects in a consortium is preferred;
- Knowledge of international human rights conventions; knowledge of international trade agreements, such as GSP+ is a distinct asset;
- Good working knowledge of Microsoft Office (particularly Word, Excel and PowerPoint);
- Fluency in English; working knowledge of Spanish is a distinct asset;
- Strong presentation skills (written and oral);
- Excellent interpersonal, managerial and communication skills, and a strong administrative track record, including proven leadership, staff and financial management;
- Good negotiation skills and the ability to work as part of a culturally diverse team.
