Programme Coordinator/Democratic Governance Expert (Myanmar)

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. Democracy Reporting International promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.

DRI is currently recruiting a Programme Coordinator for its country office in Myanmar, where DRI’s main project is the European Union- funded STEP Democracy project. STEP Democracy is implemented by a consortium of 9 national and local organisations and works with the Union Election Commission (UEC), political parties and civil society organizations (CSOs), supporting Myanmar’s democratic transition with tailor-made programming in line with the unique needs of each electoral stakeholder, promoting dialogue on electoral reforms, human rights and democratic governance.


Duties and responsibilities

The Programme Coordinator will work closely with the project officers and the Country Representative to support civil society groups and deliver technical expertise on a broad range of issues of democratic governance, including electoral standards and comparative constitutional analysis based on human rights.



  • Design and plan international short-term expert missions, and support in the preparation and delivery of workshops, roundtables, public events and other activities
  • Organise and participate in the delivery of training sessions for the Myanmar Democracy Fellowship (MDF), and supervise the work of the MDF Officer regarding the training logistics, regular communication with fellows, activity reporting, and budgeting
  • Develop training materials and deliver specific sessions in DRI’s Myanmar Democracy Fellowship (MDF) on constitutional reform and democratic governance
  • Conduct on-the job training of trainers on the topics covered during the Myanmar Democracy Fellowship
  • Support baseline research design and collect evidence on democratic rights and constitutional and electoral reform processes.
  • Contribute to briefing papers and publications on constitutional and electoral reform and democratic governance, including legal reform options.
  • Mentor and provide in house training to local programme staff and support their professional development
  • Participate in programme design and strategic planning
  • Lead in project monitoring and reporting
  • Represent DRI at meetings and coordinate with DRI’s partners in civil society
  • Any other tasks as assigned



  • University degree in social science, political science, international relations, law, or other relevant field;
  • 4-6 years of relevant professional experience in democratic governance and donor-funded technical assistance projects.
  • Demonstrated experience working with civil society organisations, capacity-building, or relevant field research will be considered an asset;
  • Experience working with civil society organisations and knowledge of Myanmar’s context and stakeholders is strongly preferred;
  • Understanding of Myanmar’s legal and constitutional framework will be considered an asset;
  • Demonstrated experience in training design as well as facilitating dialogue workshops or roundtables with diverse audiences;
  • Ability to explain complex ideas or concepts in an engaging manner and for a non-expert audience;
  • Ability to work in a multi-cultural context and experience in providing advice and trainings to civil society organisations;
  • Experience in writing technical publications (including infographics) or on-demand briefs for democracy stakeholders, will be considered an asset;
  • Proficiency in oral and written English.
