DRI’s Digital Democracy team works to protect and promote democratic debate online. Through our offices and projects around the globe, we monitor the effects of social media and other evolving technologies on public discourse; engage with governments, experts and tech companies for effective regulation; and train citizen groups on how to assess their local digital environment and debates. We work on such issues as political disinformation, hate speech, inauthentic behaviour, political advertising, platform design and algorithms.

To ensure the effective implementation of the Digital Democracy team’s work, DRI is looking for a dynamic Programme Officer with excellent project coordination skills, and a background in digital democracy issues. Working across the Digital Democracy team and reporting to the Programme Manager, the Officer will coordinate small and medium-sized projects, drive forward on relevant fundraising and compliance work, and contribute to DRI’s policy work on digital democracy, including regulation.

 

Your tasks

Project and programme coordination (≈ 70%)
Under the supervision of the Programme Manager and in close cooperation with the Digital Democracy team, coordinate all aspects of operational project delivery from conception through closure, considering overall programme objectives, donor commitments, and internal DRI systems.

  • Ensure high quality project implementation, driving towards impact per agreed workplan and budget
  • Monitor and advise the team on compliance with donors’ contractual obligations and internal DRI policies and procedures (including on contracting, procurement and finance)
  • Coordinate the recruitment and contract management of international experts, auditors and evaluators
  • Support the team to develop and implement monitoring, evaluation and learning plans and to mainstream gender into projects, drawing on DRI’s internal toolkits
  • Carry out research and analysis on project-relevant trends and issues, as required
  • Develop concept notes and draft budgets for presentation to donors and draft / review project proposals
  • Feed relevant project information into organisation-wide processes
  • Ensure quality reporting of relevant project narrative reports
  • Plan for and co-ordinate project closures, including assets handover, archiving
  • Keep supervisor and colleagues abreast of any relevant developments that may significantly affect the project and discuss options for response
  • Ensure effective collaboration with project partners, DRI Country Offices, and relevant HQ teams throughout implementation
  • Support team in the planning, organisation and implementation of workshops and events (online and offline)
  • Ensure close team coordination with DRI Communications team for project output visibility (reports, events, expert recruitments, etc.).

Thematic work (≈30%)
Contribute to DRI’s advocacy and policy work on democratic political discourse online through monitoring, research and targeted outreach. Working closely with the Digital Democracy team:

  • Support in monitoring cutting edge developments and debate concerning the regulation of democratic discourse online
  • Support and conduct research into effective/ innovative policy solutions
  • Support the drafting of effective external communications, including backgrounders, policy papers and website content
  • Support Programme Manager / Research Coordinator at HQ in any aspects of their work required.

 

Your skills and experience

Required:

  • University degree in international relations, political science, law, social sciences, or a related field;
  • At least two years of experience in project coordination and budget monitoring either with international organisations or NGOs;
  • Previous experience of working on digital democracy issues (online election manipulation, spread of mis/disinformation, media literacy, digital policy)
  • Excellent communication and negotiation skills and ability to work as part of a culturally diverse team;
  • Superb planning and organisational skills;
  • Working knowledge of Microsoft Office and spreadsheets used to track project activities and outputs;
  • Fluency in written and spoken English.

Preferred:

  • Detailed knowledge of various project management approaches and/ or having a project management qualification (e.g. Prince2, Agile, PIMBOK etc)
  • Prior experience of working on digital policy issues, particularly on aspects of regulation
  • Experience with German and European Union-funded projects, as well as knowledge of other bilateral/ multi-lateral donors
  • Previous experience and interest in communication and/or fundraising work
  • Knowledge of additional languages (German, Arabic, French) is a distinct asset.

You Tasks

Under the overall supervision of the Manager Europe and in close cooperation with the project team, you will monitor and analyse rule of law related developments in EU member states and the EU’s responses, and produce publications in different formats primarily targeting journalists and media. You will:
  • Monitor legal and political developments related to the rule of law in EU member states, such as topical debates, legal reforms, landmark court cases or administrative proceedings;
  • Suggest thematic areas for deeper research and reporting;
  • Draft, review, finalise, and conceptualise diverse project outputs: analytical pieces, explainers, fact sheets, infographics, short videos, etc.;
  • Work with our Communications Team on shaping project outputs and delivering them to target audiences;
  • Engage with the programme partner on joint activities;
  • Give interviews to journalists, represent DRI at meetings, seminars and conferences;

Your skills and experience

  • Postgraduate degree in law with a focus on constitutional law/public law;
  • Knowledge on the state of the rule of law in the EU;
  • At least 3 years of experience in research on constitutional law/public law;
  • Demonstrated ability to write clearly, accurately and quickly for non-expert audiences;
  • Capability to work independently and under tight deadlines;
  • Strong organizational and communication skills (both verbal and written) and attention to detail;

Your tasks

  • Together with DRI’s HQ digital democracy team, programme experts, partners and DRI’s Sri Lanka team assess policy developments in the field and define what is relevant for democratic discourse and what DRI can do to respond;
  • Conduct contextual analysis and literature reviews and conceptualize the theory of change to develop research plans;
  • Conduct data collection ensuring data reliability and retention, in close coordination with DRI’s team of coders and programme experts supporting the research;
  • Develop the classification and coding system of data for relevant research questions and prepare an efficient system for hand-annotation of data in line with DRI’s methodology and guidelines;
  • Analyse data and produce visualizations to develop stories into insights, and findings, as well as develop recommendations;
  • Produce written reports and collaborate with programme experts to verify the correct depiction of research findings;
  • Co-facilitate social media awareness/literacy workshops and briefings for targeted stakeholders, in cooperation with programme experts, partners, DRI’s district and national coordinators, prepare presentations and present the findings and recommendations from DRI’s social media analyses;

Your skills and experience

Required:

  • University degree in social science, political science, international relations or other relevant fields;
  • At least five years of experience in research including the ability to use open source or private social listening tools;
  • Demonstrated expertise in tools for data analysis and data visualization (such as R, Python, or Tableau) will be an added advantage;
  • Knowledge of the (social) media landscape and political/social/religious influencers in Sri Lanka;
  • Relevant professional experience in political analysis of democratic reforms including around elections or post war transitional processes will be considered an asset

Given currently expanding work, the Digital Democracy team is looking for a Programme Associate to support its activities on several projects related to social media’s role in elections and democratic discourse, including for the coming German elections. Working with the broader team, the Programme Associate will conduct social media monitoring and analysis and will support in the effective coordination of projects and outreach.

Your tasks

Social Media Research

  • Conduct social media monitoring using online listening tools
  • Perform intermediate level data analysis, identifying patterns and trends
  • Contribute to drafting DRI publications and online pieces that interpret and summarize findings
  • Carry out desk research on existing methodologies to inform future analyses
  • Occasional travel to conferences and meetings.

Programme Management Support

  • Support the effective co-ordination of DRI projects between in-house units at HQ and Country Offices, and partners

DRI is currently recruiting a full-time Digital Democracy Research Coordinator for its Headquarters in Berlin. In collaboration with, and under the supervision of Manager – Digital Democracy, you will shape DRI’s work on online political discourse, with a focus on monitoring and analysing such discourse, while also contributing to policy debates on regulation, and providing training on these issues. In this role, you will collaborate and coordinate with the Executive Director, the Director of Programmes and the Digital Democracy Team as well as different teams in DRI HQ in Berlin and DRI Country Offices and beyond. Among other, you will design and implement projects to gain insight and analyse the use of tech and digital tools for propaganda and disinformation during elections, referendums, transition processes, following conflicts and other salient political events.  You can read more on our approach in our Strategic Direction.

Your Tasks:

  • Act as the technical focal point for DRI’s online monitoring work and, together with the Digital Democracy team, provide colleagues at HQ and country offices with advice and technical support for implementing social media monitoring activities and analysis;
  • Keep track of tech and policy developments in the field and define what is relevant for democratic discourse and what DRI can do to respond;
  • Pro-actively design, develop and implement activities to monitor and analyse political online discourse and, especially during electoral processes. Use and further develop DRI´s Digital Democracy Toolkit;
  • Track and identify potential project opportunities; possible project countries, themes and funding schemes. Contribute to fundraising efforts by writing project proposals and concept notes and identifying and pitching project ideas to donors;
  • Identify existing research and methodologies for collecting social media and other public data and adapt these methods to DRI’s areas of work;
  • Further develop DRI’s social media monitoring methodologies and policies in this field;
  • Analyse findings, provide contextual analysis, draft, edit and finalise reports for publication in line with project timelines;
  • Design and facilitate events and trainings on social media and policy-making in areas such as elections, referendums, privacy, surveillance, artificial intelligence;
  • Draft, write and contribute to reports, publications, trainings and events in this field;
  • Travel regularly, especially to countries where DRI has offices and to Brussels for trainings, conferences and meetings;
  • Design dissemination strategies for DRI’s findings and analysis;

Your tasks:

DRI is currently recruiting a full-time Digital Democracy Research Coordinator for its Headquarters in Berlin. In collaboration with, and under the supervision of the Director of Programmes, you will shape DRI’s work on online political discourse, with a focus on monitoring and analysing such discourse, while also contributing to policy debates on regulation, and providing training on these issues. In this role, you will collaborate and coordinate with the Executive Director, the Director of Programmes and the Digital Democracy Team as well as different teams in DRI HQ in Berlin and DRI Country Offices and beyond. You will design and implement projects to gain insight and analyse the use of tech and digital tools for propaganda and disinformation during elections, referendums, transition processes, following conflicts and other salient political events.

Your tasks

  • Act as the technical focal point for DRI’s online monitoring work and, together with the Tech and Democracy team, provide colleagues at HQ and country offices with advice and technical support for implementing social media monitoring activities and analysis;
  • Keep track of tech and policy developments in the field and define what is relevant for democratic discourse and what DRI can do to respond;
  • Pro-actively design, develop and implement activities to monitor and analyse political online discourse and, especially during electoral processes. Use and further develop DRI´s Digital Democracy Toolkit;
  • Track and identify potential project opportunities; possible project countries, themes and funding schemes. Contribute to fundraising efforts by writing project proposals and concept notes and identifying and pitching project ideas to donors;
  • Identify existing research and methodologies for collecting social media and other public data and adapt these methods to DRI’s areas of work;
  • Further develop DRI’s social media monitoring methodologies and policies in this field;
  • Analyse findings, provide contextual analysis, draft, edit and finalise reports for publication in line with project timelines;
  • Design and facilitate events and trainings on social media and policy-making in areas such as elections, referendums, privacy, surveillance, artificial intelligence;
  • Draft, write and contribute to reports, publications, trainings and events in this field;
  • Travel regularly, especially to countries where DRI has offices and to Brussels for trainings, conferences and meetings;
  • Design dissemination strategies for DRI’s findings and analysis;

Required:

DRI is currently recruiting a full-time Capacity-Building Specialist for the QUDRA Project of its Libya Office in Tripoli, Libya. In collaboration with QUDRA Project Coordinator, and under the supervision of the QUDRA Project Manager, you will be responsible for overseeing a capacity strengthening process, and planning and implementing capacity-building and mentoring actions with project partners in Libya (and Tunisia, if necessary).

  • Manage and implement a tailored capacity building process- which could include initial assessments, developing capacity building plans, implementing capacity strengthening interventions, and mid and final assessments with CSOs, individuals, and potentially Communities of Practice.
  • Implement the capacity-building modules and one-on-one mentoring and coaching as agreed upon with the QUDRA Project Manager with the subgrantees, including travel to and work with the Libyan organisations.
  • Ensure gender and diversity considerations are taken into account in the design and implementation of capacity-building training modules and coaching and mentoring.
  • Ensure Monitoring, Evaluation and Learning is applied throughout the design and implementation of capacity-building modules and one-on-one mentoring, including the documentation of your work with each organisation and of lessons learned.

  • In consultation with the Project Manager and according to the Project’s Action Plan, create and maintain a monthly calendar of planned activities in Libya.
  • Prepare, organise, and report on project events held in Libya and ensure proper documentation of all DRI activities in Libya.
  • In cooperation with the Gender and Diversity focal point, ensure gender and diversity are considered in all aspects of work in the project.
  • Lead on the coordination with project experts and consultants who conduct in-country trainings/sessions and assessments.
  • Co-draft Terms of Reference for local experts and consultants.
  • Contribute to the drafting of narrative, financial and MEL reports as requested by the Project Manager.
  • Translate internal DRI documents from English to Arabic and vice versa.
  • Lead on the selection and management of translators and ensure that translations are of the required quality.
