Background:

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide.

In an upcoming project, DRI Pakistan is planning to engage with parliamentarians and government bodies to discuss the role of NGOs and how they can effectively assist the socio-economic development of Pakistan in our unique national context. The overall objective of the project is to work with the government to create a conducive environment for civil society and media.

DRI seeks the services of a Civil Society Coalition Expert/Consultant to support the DRI team in engaging with as well as in establishing and operationalizing civil society coalitions in Punjab and Khyber Pakhtunkhwa provinces. The civil society coalitions, comprised of traditional and non-traditional civil society actors including NGOs, trade unions, journalists associations, youth forums, traders’ organisations, etc. are envisioned to collectively engage with public policy reforms agenda and assert for civic spaces.

Your responsibility: support the DRI team in reaching out to local civil society actors, organising meetings/consultations/workshops and other relevant tasks. Your responsibilities may also include the development of ToRs for a CSO coalition, support the coalition in framing a charter of demands around key public policy issues and facilitate their engagement with relevant government bodies and parliamentary structures to push the required policy reforms.

Qualifications we require:

A university degree in Political Science/Public Policy/Human Rights/ International Law or equivalent;
Excellent understanding of Pakistan’s democratic and human rights policies and systems, specifically in purview of the country’s relevant international obligations;
Demonstrated experience in developing/managing civil society’s joint campaigns around human rights related policy reforms. Experience of working with parliamentary structures and government bodies will be considered a valuable addition.
Excellent communication, research and writing skills;
Fluency in written and spoken English and Urdu.

DRI is seeking a national expert to engage with and provide technical support to parliamentarians at the national and provincial levels and the country’s political leadership to highlight the issue of shrinking space for civil society and how this may impact the overall socio-economic development of the country. The engagement with these stakeholders will be through briefings, consultations and one-on-one meetings

Your duties and responsibilities:

Identification of key parliamentarians and members of relevant parliamentary committees who have an interest in and will have an influence on addressing the issue of shrinking civil society space in Pakistan.
Design and deliver consultations and briefings for various stakeholders including parliamentarians and politicians in the federal as well as provincial capitals to increase their awareness of the issue.
Hold one-on-one meetings and briefings and provide technical advice to the parliamentary bodies for sustained efforts to move the issue forward.
Show progressive development towards issue identification and then graduating the debate leading to public action (statement, resolution, public resolution or a successful meeting etc.) through individual and public engagement making sure the whole campaign and engagements are well-knit, coherent and goal-oriented.

DRI seeks the services of an Expert/Consultant to engage with and provide technical support to the government at the national and provincial levels to highlight the issues faced by civil society and how this may impact the overall socio-economic development of the country. Your duties and responsibilities:

Conduct a literature review of all relevant government policies, rules, processes, strategies, action plans and laws on CSO registration and operations in the country.
Conduct needs analysis with the CSOs and the Government bodies.
Hold meetings with relevant stakeholders to gather data and information regarding CSO registration and registration process.
Draft a toolkit step-wise highlighting the key requirements for CSO registration and operational requirements under various laws applicable to CSOs. The toolkit will draw from the country procedures as well as include recommendations from international and regional good practices.
Engagement with stakeholders to receive feedback on the draft toolkit and incorporate accordingly to finalise the product.

Qualifications we require:

Bridging the gap between human rights goals and reality in Pakistan

Strengthening political support for democracy and human rights in Pakistan was at the centre of a conference organised by DRI Pakistan on 10 March 2021. This event brought together key human rights stakeholders from the country’s four provinces including policymakers, high-ranking officials, activists, experts, as well as international partners.

The conference was an opportunity for constructive discussions on the future of democratic and human rights reforms in Pakistan. The conference’s objective was to help combine political support for these reforms and strengthen engagement between stakeholders.

Speakers notably included German Ambassador Bernhard Schalagheck, who highlighted the importance for Pakistani legislators, officials, and civil society to champion human rights reforms. He added that Germany would continue to lend its support to these efforts.

The panellists reflected upon how human rights formulate the foundation of democracy. The safety, protection, and promotion of these rights is essential for a fully functional democratic system. The speakers asserted that political support is vital to stop the violation of human rights. They agreed that although federal and provincial governments have made certain inroads in this regard, there remains a long road ahead. This lukewarm political support is coupled with human rights institutions that are only partially operational. When mechanisms like parliamentary standing committees can play a tremendous oversight role, they seldom do so. Similarly, the national human rights institutions (NHIs) severely lack resources which in turn limits their power to fulfil their mandate and achieve any substantial progress.

Veteran politicians shared their own experiences during the discussions on how to make parliamentary oversight effective. They pointed out that significant opportunities exist in the provinces of Punjab and Khyber Pakhtunkhwa, where local assemblies have amended rules to particularly empower parliamentary committees. The event also featured DRI’s toolkit for effective parliamentary reforms.

Finally, participants also stressed the need for bridging the gap between civil society and government to bring democratic and human rights reforms. They added that concerted efforts were needed to reduce the gap between government and civil society and emphasised the importance of all components of the human rights machinery to collaborate to steer human rights policy reforms in Pakistan.  

This event took place as part of the project Consolidating Democratic Stability in Pakistan, dedicated to supporting institutional reforms aimed at consolidating democratic gains and improving human rights protection in Pakistan, funded by the German Ministry of Foreign Affairs (GMFA).

Programme Agenda – Inter-provincial Exchange Democratic and Human Rights Policy Reforms

Pakistan: Helping Khyber Pakhtunkhwa prepare its first human rights plan

DRI Pakistan’s Shaheera Syed looks at how DRI worked with local authorities in Khyber Pakhtunkhwa to introduce the province’s first comprehensive plan to protect human rights.

Khyber Pakhtunkhwa, which borders Afghanistan, has long been undermined by conflict. Since 2010 DRI has been working with the provincial government, legislators, and civil society to strengthen democracy and respect for human rights.

In February 2016, Pakistan introduced its first national plan to protect human rights. Since then, the country’s provinces have been introducing new measures. Khyber Pakhtunkhwa (KP) first developed a policy on human rights in 2018 to ensure the protection, promotion, and enforcement of human rights within the province. However, until recently, there was no concrete plan to guide the implementation of this policy.

This is where DRI’s Pakistan office comes in. In collaboration with the provincial Department of Law, Parliamentary Affairs and Human Rights, we started working on developing an implementation plan in 2019.

The first step was to take stock of the human rights situation in the province. We met with human rights defenders, civil society groups and government officials to get their input on the situation and their ideas for turning KP’s policy into a concrete plan.

Basing ourselves on the findings, we helped write the province’s first ‘Human Rights Action Plan’ in alignment with the national action plan, KP’s human rights policy and Pakistan’s international human rights commitments.

The plan will help improve how government policies are designed, delivered, and overseen to better protect human rights. This includes measures ranging from establishing child units in each district of the province to developing women-oriented legislation.

The plan also provides a way forward for improved coordination between provincial government entities to streamline how the plan goes into effect.

« The Human Rights Action Plan is a milestone achievement of the provincial government and DRI’s engagement with the human rights bodies and women parliamentary caucus was extremely helpful, » said Maliha Ali Asghar Khan, Chairperson of the Woman Parliamentary Caucus (WPC) and member of the Standing Committee on Law, Parliamentary Affairs, and Human Rights KPK. She added that DRI’s assistance helped with the activation of the provincial human rights committees which will enable parliamentary oversight, improving the protection of human rights, especially of women.

« The work we have done with the authorities in KP helps bridge the gap between the international commitments Pakistan has made to human rights and the specific needs on the ground in the province, » says Javed Malik, DRI’s Country Representative in Pakistan.

« We were happy to help facilitate the process, which was led by those who will be directly affected by it. Ultimately, the success of this plan rests on active involvement and political support from local elected representatives to make sure that it turns into reality.«

Myanmar: Civil society observers get ready for election

Given the current circumstances, we have removed the names of individuals and local organisations from this article for their own protection.

With Myanmar’s 8 November elections approaching fast, DRI partnered with the United States Agency for International Development (USAID) and the US-based non-profit organisation FHI 360 to hold a second Election Academy from 21 to 25 September, put together under the EU-funded STEP Democracy Programme. Participants from domestic election observation groups, political parties and media discussed electoral issues such as the mandate of the Union Election Commission (UEC), campaign rules, polling, counting and announcing results.

The training combined lectures on international standards for elections and the legal framework in Myanmar with interactive breakout discussions, in which participants could share their experiences. They also had the chance to evaluate the current election laws and determine which amendments would be necessary to meet international standards.

One participant shared her perspective on the academy:

“We all need to know the election laws and international electoral standards to make sure we have genuine elections. At this training, I learned new facts about election offences and malpractices, as well as dispute resolution procedures. As I am now working on communications in my organisation, I feel more confident to share news and information about the electoral process. In addition, I now have a clearer knowledge of the facts around elections and will highlight it in my communications community if they share wrong facts or disseminate misinformation.”

“I discovered details about each of the stages of the election cycle. As participants were from different states and regions, I could hear and exchange about the specific challenges across the country. I also found the case studies we discussed very useful: I learned about other countries which held and postponed elections due to covid-19, a very timely discussion for us in Myanmar. As I am now working on voter education, I will add these lessons to my training module and will share the knowledge in my community,” said another participant.

This activity is part of our work to support credible elections and enhance the capacity of stakeholders involved in electoral advocacy. In addition, DRI will work with participants to form an alumni network, which then can contribute to a debate on broad-based election reform.

This was prepared under the European Union (EU) funded project ‘Support to Electoral Processes and Democracy – STEP II Democracy’ – which supports inclusive, peaceful and credible electoral processes, and enhances the capacity of stakeholders to strengthen the democratic transition in Myanmar.

2. Assignment Background

With support from the German Federal Foreign Office, DRI Pakistan is currently implementing a project entitled “Consolidating Democratic Stability in Pakistan”. The overall objective of the project is to strengthen local constituencies, both on the governmental and non-governmental side, to consolidate the democratic transition process in Pakistan, specifically with a view to human rights protection and effective, decentralized governance. DRI’s work in reference to local government focuses on the following objectives:

Improve the understanding of the sub national legal framework through local government act assessments;
Facilitate policy exchanges of sub national parliament and government actors on decentralization and multi-tier systems.

DRI’s call for proposals aims to allow organisations to submit their ideas, contributing to the delivery of the objective of “Increase civic awareness of local government structures for efficient protection of citizens’ rights. Each radio programme will feature guests from Civil Society Working Groups (CSWG) and experts from across Pakistan”. The radio programmes will be aired on FM radio stations as an avenue to reach as large a segment of the population as possible.

Contract Duration & Total Contract Value:

DRI will sign a deliverable based service contract with the selected bidder. The deliverable based service contract will start from the date of award of contract in October 2020 till 15 December 2020. Production and Airing of the radio programme show must be completed within above time frame.

Other Terms and Conditions:

Submitted Offers/ Price Proposal shall be in English language;
All amounts shall be in shown in PKR and inclusive of applicable taxes as per Pakistan Law. DRI Pakistan will deduct with-holding tax at source according to Pakistan Law.
The contract will be awarded on best value for money basis.
The entire evaluation procedure is confidential.
The successful bidder will be informed in writing that its proposal has been accepted.

Annex – I

Terms of Reference

The Assignment:

The Balochistan assembly passed its local government Act in 2010 while the assemblies of Punjab, Khyber Pakhtunkhwa and Sindh passed their local government acts in 2013. In 2019 the ruling party PTI made amendments to the KP local government act 2019 which is now known as the LG Amendment Act 2019 and in Punjab introduced a new law entitled “The Punjab Local Government Act 2019”. Currently there are no local governments in all the provinces except Sindh and elections are expected to take place in KP and Punjab in 2021.

DRI’s aim is to initiate the process of awareness raising of the different local government acts to inform the citizens and how the law is likely to impact local governance at the different tiers and the rights of the citizens while especially integrating human rights information. This will be done through an information campaign at the district, village and provincial level through radio shows.

Tasks and deliverables:

Prepare scripts for a series of at least four radio programmes, each lasting approximately 20 minutes, covering topics assigned by DRI; scripts and programmes will be in provincial languages, but translation will be required for internal review.
Incorporate additional information to strengthen the content of the programmes, where necessary;
Produce the radio programmes, including all post-production work (editing, mixing etc.), which should last approximately 20 minutes;
Arrange broadcast of the programmes on suitable FM radio station(s) that can provide maximum outreach across the country.
Develop a suitable and convenient mechanism for collecting listeners feedback on the programmes. Collate such feedback and provide them to DRI.
Coordinate with concerned DRI staff members for timely completion and correspondence on all tasks.

Experience and profile:

Possess a minimum of 5 years of professional experience in media production and preparation and production of radio programmes; Linkages and experience of working with suitable FM radio stations for broadcast of the programmes is required.
Demonstrate an extensive knowledge of communications/media (relevant qualifications preferred) and abilities in production and post-production;
Experience producing similar awareness raising programmes for NGOs and related organisations will be considered an asset;
Capacity to produce deliverables in local languages such as Sindhi, Pushto, Balochi and Punjabi will be considered an asset

Note: DRI reserves the right to reduce or increase the number radio programmes as it deems necessary and will aggregate costs and rates accordingly.

Human Rights Policy Expert (Pakistan)

Starting Date: October 2020 onwards

Duration: 10 days (approximately)

Location: Home-based/remote; should be available for visits to Islamabad and Lahore.

Background

With support from the German Federal Foreign Office (GMFA), DRI Pakistan is currently implementing a project entitled “Consolidating Democratic Stability in Pakistan”. The objective of the project is to strengthen local constituencies, both on the governmental and non-governmental side, to consolidate the democratic transition process in Pakistan, specifically with a view to human rights protection and effective, decentralised governance.

DRI is seeking the services of a Human Rights Policy Expert/Consultant to facilitate the Punjab Human Rights and Minorities Affairs Department in review of Punjab Human Rights Policy 2018. The review is broadly aimed to identify key challenges and to pose recommendations to bring improvements in provincial human rights policy design, delivery and oversight.

Duties and responsibilities

The expert will work under the supervision of DRI’s Country Representative and in close coordination with DRI’s Senior Human Rights and Advocacy Expert as per the following tasks:

Carry out review of Punjab Human Rights Policy 2018 with a view to identify technical issues pertained to contents and processes involved in policy formulation, flaws in arrangements for policy delivery and oversight;
Ensure that policy review is carried out keeping in view Pakistan’s domestic and international human rights obligations and in conformity with international standards and best practices;
Facilitate the Punjab Human Rights and Minority Affairs department in assessment of legislative and administrative arrangements to ensure effective implementation on Punjab Human Rights Policy 2018;
Carry out any other relevant tasks.

Deliverable

Develop and share policy review document, based on research and assessment, providing a comprehensive roadmap to improve policy formulation, effective implementation and systematic monitoring.

Qualification

University degree in human rights/law/international law/social science or equivalent;
Proven experience of working with national/provincial human rights bodies particularly in the areas of policymaking;
Sound understanding of international as well as Pakistan’s domestic human rights systems and frameworks;
Excellent understanding of international standards and best practices of human rights policy design and delivery at national and sub-national levels;
Excellent research and writing skills, proficient in English and Urdu languages.

Location

The Human Rights Policy Expert/Consultant will primarily work at its own however should be available for periodic visits/meetings with the office bearers of Punjab’s Ministry and Department of Human Rights and Minority Affairs.
