1. About Democracy Reporting International

DRI is a non-partisan, independent, not-for-profit organisation registered in Berlin, Germany that supports the building of democracies through public debates, participation and accountable policymaking and helps to defend democratic governance. In 2020 DRI and Jusoor began implementing an EU and Embassy of Canada Funded project entitled Fa’ela فاعلة ):  (Tapping into Women’s Full Potential in Shaping Libya’s State-Building Efforts (mid-June 2020 – mid-December 2022). The Fa’ela project has the vision of a Libya in which women effectively participate in public life. To reach this vision, the project increases the organisational and technical capacity of women’s CSOs, increases the technical capacities of Libyan female politicians and political/governance actors, and establish a peer-to-peer and an enabler network with the aim of supporting women engagement in public life.

2. Description of the services required:

Assignment title: Fa’ela Communication and Visibility Service Provider

DRI is looking for an expert or a communications agency/media company experienced in designing, delivering and implementing media campaigns and media outputs about women engagement in public life in Libya. Applicants must have evidenced experience in delivering similar media outputs in Libya, including working with civil society organisations and topics related to women empowerment. Applicants must have a platform with a wide reach where they can support DRI in promoting these outputs among Libyans.

6. Deadline for submission of tender document:

Tender documents must be sent no later than 30 June 2021, 12:00 pm Libya local time. Tender received after the deadline will not be considered.

7. Submission of queries for clarifications:

Any requests for clarification about the contents of the tender document shall be sent no later than 21 June 2021 to the following email address: [email protected]. DRI will endeavour to provide a response or clarification expeditiously; any delay in providing such information will not be considered a reason for extending the submission date. DRI will share the clarification response with all the tenderers. Proposals with incomplete submissions may be rejected.

8. Award procedure:

Only those tenders complying with the technical proposal as outlined in point 12 “Structure of the Proposal” and submitted by the established deadline as outlined in point 6 will be considered for the evaluation. The evaluation criteria are attached as ANNEX IV.

10. Exclusion criteria:

Tenderers shall be excluded from participation, if

• they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations; or if
• they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the DRI’s financial interests;

 

11. Operational language:

Written communications for this proposal and the tender itself shall be in English.

12. Structure of proposal:

The proposal should be structured in the following way: 1) Service provider information form; 2) Technical and financial proposal.

13. Additional information:

Submitting an offer implies acceptance by the tenderer of all terms and conditions of this document and its annexes.

14. Confidentiality:

The entire evaluation procedure is confidential.

15. Notification of award:

Democracy Reporting International (DRI) strengthens democracy by shaping the institutions that make it sustainable. We support local ways of promoting democracy with impartial analysis and good practices, bringing international standards to life. About the project

In 2020 DRI and Jusoor began implementing an EU and Embassy of Canada Funded project entitled Fa’ela فاعلة ):  (Tapping into Women’s Full Potential in Shaping Libya’s State-Building Efforts (mid-June 2020 – mid-December 2022). The Fa’ela project has the vision of a Libya in which women effectively participate in public life. To reach this vision, the project increases the organisational and technical capacity of women’s CSOs, increases the technical capacities of Libyan female politicians and political/governance actors, and establish a peer-to-peer and an enabler network with the aim of supporting women engagement in public life.

Objectives of this procurement

The main purpose of this consultancy is to support the Fa’ela team with a media campaign that advocates for women participation in public life with a specific focus on political and economic empowerment. The media campaign should use different channels, including social media, radio and Television to widely distribute short impactful messages on women empowerment. Messages should be politically sensitive and priorities the safety of any group or personnel engaged in the Fa’ela project.

The overall communication objective of the Fa’ela project is to communicate about the positive contributions of women to Libya’s public life to help change perceptions of men and women’s role in political and public life. This will be done by fostering a public environment that promotes the participation of women in public life through the creation of targeted media content and the promotion of women engagement in the public sphere.

DRI is looking for an expert or a communications agency/media company experienced in designing, delivering and implementing media campaigns and media outputs about women engagement in public life in Libya. Applicants must have evidenced experience in delivering similar media outputs in Libya, including working with civil society organisations and topics related to women empowerment. Applicants must have a platform with a wide reach where they can support DRI in promoting these outputs among Libyans.

In close coordination and under the supervision of DRI, the provider will:

• Produce an action plan for the media campaign with a clear timeline and deliverables based on the below tasks by the beginning of August 2021.
• Work with DRI to implement the media campaign based on key messaged and SMART objectives to measure the success of the campaign;
• Producing media outputs as follows:
  • Electronic newsletter (bi-annual) (a total of 4 newsletters – every 6 months, starting with July 2021).
  • Four podcasts (timeline will be defined based on action plan provided by the project team and agreed with the service provider).
  • Three videos (2.5 min digital stories and or documentary style) – (timeline will be defined based on action plan provided by the project team and agreed with the service provider).
  • Two motion graphic videos (timeline will be defined based on action plan provided by the project team and agreed with the service provider).
  • Feature stories and testimonies (two to three stories on a quarterly basis starting from July 2021).
  • Quality photos that can be used by the project in its promotional materials (throughout the 1.5 years).
• Promote the outputs throughout the project life both online and offline using various media platforms such as social media (Facebook, Twitter .etc.), audio and visual media (radio, TV, etc.)
• Review of the Fa’ela project communication and visibility plan and give suggestions on how to make it more suitable for the Libyan audience by July 2021.
• Producing reports (in English UK) on reach and engagement on a quarterly basis from July 2021.

Qualifications we require:

• A company/ an expert based and registered in Libya with at least 3-5 years of relevant individual or collective experience in developing media outputs and delivering media campaigns specific to women’s engagement in public life etc.
• Minimum of 3-5 years of professional experience in producing media content, such as videos, podcasts, short radio spots, motion graphics, digital stories, feature stories, writing newsletters for promotion of similar actions, producing reports in different formats for social media consumption etc.
• Experience working with national and international NGOs in Libya.
• Demonstrable experience and evidence of implementing similar work on Libya.
• Familiarity with the topics of women empowerment, democracy, gender mainstreaming, women engagement in political, economic and public life, etc.
• Proven ability to address hate speech targeting women on social media.
• Excellent command of written and spoken English and Arabic.

Call for Expression of Interest from Libyan Women CSOs

to participate in the Solidarity Peer-to-Peer Network of the Fa’ela: Tapping into Women’s Full Potential in Shaping Libya’s State Building Efforts Project

Fa’ela is an EU and Embassy of Canada funded project from mid-June 2020 until mid-December 2022. Fa’ela aims to enhance women’s role in decision making and effective participation in public life in Libya. Fa’ela supports this through engaging women civil society organisations (CSOs) and women leaders in joint initiatives and fostering an enabler network that seeks to enhance women’s engagement in social, political and economic life.

This is based on Fa’ela’s vision that if women CSOs and women leaders have better technical and organisational capacity, are better connected and coordinating with other CSOs and female decision-makers, and are supported by respected and influential Libyan figures, then these women CSOs and women leaders will engage more in public life and encourage other women to do so. This will contribute to an effective participation of women in public life in Libya.

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation and think tank based in Berlin. As part of Fa’ela and under the leadership of Jusoor Center for Studies and Development, Fa’ela will establish a Peer-to-Peer Network for women CSOs and women leaders of more than 30 peers who meet quarterly at the national level to exchange and discuss challenges and best practices, identify knowledge gaps, develop action plans and review the progress of activities. Additionally, Jusoor will also approach a number of organisations of other Middle East and North Africa (MENA) countries to be part of this network to add richness to the experiences available in the network and exchange experience with the Libyan organisations and women leaders about similar projects, and problem-solving mechanisms.

Network Objectives:

The Fa’ela Peer to Peer Network aims to provide support to women CSOs and women leaders through exchanging experiences with local, national, and regional counterparts through discussion of challenges and best practices, identification of knowledge gaps, development of potential action plans… This will help women CSOs and women leaders to enhance the response to their constituencies needs/priorities and effectively implement innovative solutions in addition this will also help organisations to better coordinate, address and overcome challenges and solve problems when needed.

CSOs’ Selection Criteria:

As part of this, the Fa’ela project team will select around 15 Libyan women CSOs to participate in the Solidarity Peer-to-Peer Network based on the following selection criteria:

• being registered with the Civil Society Commission as a not-for-profit organisation, operating inside Libya.
• Organisations working on supporting women empowerment initiatives.
• Organisations that are led by women who have experience in and a track record of supporting and implementing projects/initiatives that are supportive to women.
• knowledge of the local context, existing networks and relations of trust within the communities, track record of good working relationships with women and men of the community and of supporting women empowerment initiatives.

The above criteria of selection will be assessed based on the following:

• Submission of an online application with 120 words explaining the reasons for joining the Network and 120 words on how the Solidarity Network will help the organisation achieve its objectives.

Members Commitment:

By joining the Fa’ela Peer-to-Peer Network, the members will be expected to commit to the following:

1. CSOs (members of the Network) will assign a representative from their organisation who will commit to attending all six network meetings (four online, one face-to-face event in Tripoli and another face-to-face event in Tunis).
2. All members will be ready to actively participate and share their experience with other organisations.
3. All members will commit to the actions that are agreed upon during the network meetings.
4. More commitments will be agreed upon in the first network meeting which is planned to be held in June 2021 online.

The “Fa’ela” project is an EU and Embassy of Canada funded project implemented during the period from mid-June 2020 to mid-December 2022. Fa’ela aims to enhance women’s role in decision making and effective participation in public life in Libya through engaging women civil society organisations (CSOs) and women leaders in joint initiatives and fostering an enabler network that seeks to enhance women’s engagement in social, political and economic life.

This is based on Fa’ela’s vision that if women CSOs and women leaders have better technical and organisational capacity, are better connected and coordinating with other CSOs and female decision-makers, and are supported by respected and influential Libyan figures, then these women CSOs and women leaders will engage more in public life and encourage other women to do so. In this context, the Fa’ela project team is pleased to invite Libyan women’s organisations to submit their expression of interest to participate in the capacity development component for women organisations which will run for six months to one year from August 2021 to August 2022.

Eligibility Criteria:

In addition to ensuring principles of transparency, equality, justice, participation, and geographical and cultural representation in Libya, the project team will select 20 Libyan civil society organisations based on the following criteria:

• • being registered with the Civil Society Commission as a not-for-profit organisation, operating inside Libya.
  • knowledge of the local context, existing networks and relations of trust within the communities, track record of good working relationships with women and men of the community and of supporting women. This will be evaluated based on the following:
    • Three years of operation in the field of gender, substantiated by previous reports.
    • List of partners they have worked with over the past 2 years.
    • CVs of two leading members of the organisation.
    • Final reports of projects that were implemented in the past 2 years.
    • Description of ongoing projects/activities and possible synergies.
    • Contacts of two references from donors or other CSOs.
  • application documents will include the mission and vision of the organisation and a cover letter that details their motivation to participate in the programme.
  • geographical distribution and their work with marginalised groups of women (these will not serve as exclusionary criteria but rather as an opportunity to score higher).
