Background:
Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organization registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide. In Libya, DRI has been supporting the constitution-drafting process and the work of Libyan civil society organisations on topics related to the constitution, human rights, and local governance.
Under the ISAL project (Improved Service Delivery and Accountability at Local Level) which is implemented by a consortium of CILG, VNG International and DRI and funded by the European Union, the overall objective is to contribute to the democratic transition process and the stabilisation of Libya.
The activity we are hiring for relates to Objective 3 of the ISAL project:
Libyan citizens and their representative networks and organizations are more involved in local public life, municipal action, local policymaking.
Municipal Councils in Libya are some of the few functioning legitimate elected bodies which represent the voices of the citizens and which continue to peacefully transition from one executive to another through democratic elections. In times of covid-19, the effective role of municipalities is even more important and crucial for preparing local populations for further emergency situations and for creating community-based response measures.
In order to support municipalities and civil society activists to respond to the current health crisis in an inclusive and citizen-centred manner, DRI will convene a process of co-creation of a crisis communication plan that includes four webinars and coaching on how to craft health crisis communication plans in a participatory manner, conducted by two Arabic-speaking Experts for around 20 participants.
The expected audience will include mayors and officers of the municipalities Ubari, Wadi Ottbah, Traghin, and Wadi Al Bawanis, and Libyan Red Crescent (LRC) activists. Representatives of local CSOs will join in the second step reserved to draft a communication plan.
In close collaboration, a Health Crisis Communication Planning (HCCP) Expert and a Civil Society Involvement (CSI) Expert will engage in the following process:

This activity will provide the participants with the opportunity to learn about the technologies, systems, good practices and protocols that facilitate effective communication during a crisis and the role that CSOs play in effective local communication. The result of this activity is for the four municipalities to produce a crisis communication plan following a participatory approach that brings together local authorities and CSOs in the region.
Under the supervision of the Project Manager and the Country Director you will:
- Design (2-2.5 days) and conduct (1 day) a webinar (one session) for the benefit of target municipalities on how to improve the interaction between local authorities and civil society organisations on how to develop a health crisis communication plan with selected local CSOs
- Design (2-2.5 days) and conduct (1 day) a webinar presentation (one session) for the benefit of selected CSOs on:
- How to improve the interaction of CSOs with local authorities on issues such as policy-making related to service delivery (with a focus on management of health crises)
- A better understanding of Libyan institutional landscape and local government constraints
- Coaching (1 day) and mentoring the actors (4 municipalities, LRC and selected CSOs) during the opening session of the participatory plan design process (co-facilitated session with the Health Crisis Communication Planning Expert (HCCP))
- Produce recommendations (1 day) to ensure that the process moves forward in a participatory manner. HCCP Expert and LRC will implement these recommendations
- Write a final report (1 day)
Deliverables:
- Design interactive training materials for two webinars which could include PPTs (4th week of November 2020)
- Conducting 2 webinar sessions
- One for the benefit of target municipalities (1stweek December 2020)
- One for the benefit of selected CSOs (1stweek December 2020)
- Co-facilitate Plan Drafting Session with the HCCP Expert (2nd week of December 2020)
- Planning Process Recommendations (2nd week of December)
- Final activity report to be shared with DRI and HCCP Expert (3rd week of December 2020)
Your skills and experience:
- University degree in public administration, political science, or other relevant fields;
- At least five (05) years of demonstrable knowledge and experience in one or more of the following areas: Strengthening civil society’s commitment to government public accountability in conflict-affected situations; Effective and inclusive service planning, provision and delivery at municipal level; Strengthening democratic local governance; Gender or youth considerations in municipal planning; Effective community engagement/cooperation between governance actors and community actors;
- Demonstrated strong facilitation skills;
- Demonstrated experience in designing and delivering trainings and/or coaching and mentoring;
- Proficiency in Arabic and English;
- Ability to write in a clear, concise and accessible manner;
- Experience in conducting webinars is a plus;
- Demonstrable track record of engaging with local authorities and Libyan CSOs;
- Commitment to involving vulnerable groups of a population, including women, members of minority groups, illiterate people, refugees and others;
- Data visualization skills and knowledge of relevant software to produce infographics is a plus.
