Democracy Reporting International is implementing the EU-funded programme ‘Promoting Human and Labour Rights through GSP+ in the following countries: Armenia, Bolivia, Cabo Verde, the Kyrgyz Republic, Mongolia, Pakistan, Paraguay, Philippines and Sri Lanka.

The general objective of this programme is that civil society and social partners become effective advocates and drivers of change ensuring that the EU Generalised Scheme of Preferences Plus (GSP+) beneficiary countries meet their commitments to effectively implement core international human and labour rights conventions. Core activity pillars have been the general awareness-raising of GSP+ and its opportunities and obligations, as well as of the related conventions; bringing together diverse stakeholders to discuss this and the efforts towards countries’ compliance; capacity-building of local civil society with respect to monitoring and reporting on human and labour rights conventions; and producing alternative monitoring reports from civil society in each country to contribute towards the EU’s next biennial report on GSP+.

Purpose of the Assignment

The programme has been running since 2017 and will come to an end early next year. With that in mind, DRI is looking for a monitoring and evaluation consultant to provide a thorough and objective assessment of its progress to date across the nine countries. The programme’s effectiveness, impact and sustainability are the priority criteria for this evaluation and with such a broad scope of engagement across so many different countries, the question of attribution versus contribution is also central to such an evaluation[1]. The final report will significantly inform DRI’s final report to the European Union in early 2020.

Questions to be answered:

  • To what extent were the objectives achieved already/are likely to be achieved?
  • What are the major factors influencing the achievement or non-achievement of the objectives?
  • What has happened as a result of the programme or project?
  • What real difference has the programme made to the situations in-country with respect to the rights in question?
  • To what extent will the benefits most likely continue after the programme is completed?
  • What are the major factors which will influence the achievement or non-achievement of sustainability of the programme or project?

DRI will support the consultant with relevant programme documents, data and liaison with local partners and country offices. In turn, we expect that all submitted proposals will be ethically-sound, informed by international standards and considerate of the diverse age groups, cultures, socio-political environments and genders of those involved in the programme, implementers and beneficiaries alike. The consideration of ecological sustainability with respect to the proposed actions and travel within the technical proposal will also be appreciated.

Duration and Location of the Assignment

  • Timeframe: 04.11.2019 – 17.01.2020 (see ‘Deliverables’ below)
  • Location: A handful of limited country visits are possible but given the inherent limits of time and budget, any should be presented in the proposals with their technical justification and estimated costs.
  • Days: The total number of days required for the work in question – within the overall timeframe stated above – is somewhat flexible and should be stipulated and logically justified in the submitted proposals. We do however envisage a workload of maximum 35-45 days.


  • Evaluation Plan, including methodology, and schedule for country visits and submission of drafts (no later than 11.11.2019)
  • First draft of Evaluation Report (no later than 06.12.2019)
  • Final Evaluation Report, including findings, conclusions, recommendations and quotes/basic case studies, after receiving and considering feedback from DRI on the first draft (no later than 08.01.2020)

Qualifications and Experience Required

  • Advanced degree (Masters or higher) in law, political science, development studies, social sciences, and/or other related fields;
  • At least 5 years demonstrated working experience in project/programme monitoring and evaluation, particularly regarding human and/or labour rights-related activities;
  • Sound knowledge of the fundamental UN and ILO conventions under GSP+;
  • Excellent interpersonal and communication skills;
  • Cultural and gender sensitivity;
  • Flexibility in working hours and ability to travel;
  • Familiarity with some of the GSP+ beneficiary countries (preferably with local civil society organisations), and/or EU-funded Actions will be considered assets;
  • Fluency in English is required; fluency in any of the official languages of the GSP+ countries will be considered an asset;

Engagement for Free Expression in Mongolia Closes with National Forum

DRI’s partner organisation in Mongolia, Globe International Center (GIC) has worked for 18 months to increase the protection of journalists, free expression and the right to information within the country. These cross-cutting issues are of concern and importance to different groups in Mongolian society, given the legal restrictions faced by local journalists, the moves towards strict regulation of social media, and the difficulties in accessing accurate and unbiased information in the country.

GIC worked with the Mongolian Bar Association (MBA) and the Media Council of Mongolia (MCM) in facilitating dialogue between diverse stakeholders across the country, reaching out to law enforcement, judiciary and media to collect and analyse national data, developing a human rights reporting handbook for media, and presenting all of the results and conclusions in an alternative report for public dissemination and discussion.

In doing so, GIC has become DRI’s first partner to successfully conclude local implementation of our EU-funded project “Promoting Human and Labour Rights through GSP+” which is being implemented in nine different countries. This project was made possible by Mongolia benefiting from the EU’s trade scheme ‘GSP+’ which gives easier access to the EU market in exchange for better human rights and labour protection – a win-win for Mongolian citizens.

The closing event in Mongolia was a National Forum held by GIC on 23-24 May, which gathered 74 representatives of the Mongolian government, NGOs, trade unions, entrepreneurs and journalists in the capital Ulaanbaatar. They discussed strategies to utilise GSP+ for boosting human and labour rights protection in the country, as well as for trade and job growth. GIC will incorporate recommendations drawn from the event, as well as the results of the MBA’s and MCM’s research, into its alternative monitoring report on Mongolia’s compliance with human and labour rights under GSP+, which will be submitted to the European Union and the Mongolian government. Considering contributions and data from a diverse range of sources, the report will be a key output of the project and will serve as a valuable instrument to amplify the voice of Mongolians in the monitoring of GSP+, influence policy-makers and strengthen efforts for human and labour rights protection and promotion in the country.
