Assessing the role of local authorities in Lebanon

Lebanon’s municipalities struggle to deliver basic public services such as waste management, health care, community safety and public transportation. Following a Briefing Paper on the State of Play of Decentralisation in Lebanon, DRI conducted an assessment of the role of municipal federations in public service delivery to understand their needs and challenges and develop concrete policy recommendations to improve the decentralisation process.

From May to July, 24 Junior Experts who were trained by DRI, assessed 2/3 of Lebanon’s municipal federations through a survey among 37 municipal federations, which covered questions such as: How do you judge your means of communication with the population? What support would you like to have in order to improve citizens’ access to information? How are you handling the solid waste management crisis and what are possible solutions? What are major security threats to your community and how can they be addressed?



The preliminary findings of the survey will be discussed during four consultation sessions in the different regions of the country, gathering Lebanese mayors, researchers, and civil society actors. During these discussions, local community actors will contribute their perspective to the findings and jointly develop policy recommendations for a more effective service provision at the municipal level.


The project is conducted in regular coordination with the Lebanese Ministry of the Interior and Municipalities and the Lebanese Parliament. The project is funded by the German Foreign Office.
