Background

As the Communications Coordinator, based in Berlin and under the supervision of the Director of Programmes, you coordinate DRI’s global communications efforts and those of headquarters-based projects, and support the communications efforts of the country offices.

Specific tasks for this position include: 

  • Design and oversee the strategic direction for DRI’s communications across the organisation;
  • Coordinate communications processes in country offices, advising and supporting the development of local communications strategies and recruitment of local staff with communications responsibilities;
  • Lead press relations for the organisation, maintaining a network of journalists, identifying and following-up on new opportunities;
  • Coordinate DRI’s global digital presence through the DRI website, social media channels and newsletter;
  • In addition to the above, you will directly support projects led by headquarters, notably in Europe. This includes:
    1. Adapting and implementing project communications strategies based on project goals and plans, including digital strategies;
    2. Leading press outreach efforts for these projects and pitching opinion pieces in close cooperation with the authors;
    3. Work in close collaboration with project teams to develop accessible and attractive content for these projects, advising and shaping content for their intended audiences;
  • Create or coordinate the production of communications products for DRI projects, including stories that highlight the impact of DRI’s work, website content, audio-visual materials, infographics and other visuals.
  • Provide communications training as needed for staff across DRI headquarters and the country offices
  • Advise on programme and project development as they relate to the organisation’s communications efforts;
  • Supervise the work of the Communications Associate and any other member of the communications team at DRI headquarters;
  • Coordinate the work of external providers (e.g. editors, designers, website maintenance).
  • Any other related tasks as assigned.

 

Your skills and experience 
  • A minimum four years of progressively responsible professional experience in communications (including media relations, social media, public relations and advocacy), preferably in an international organization, non-governmental organization (NGO) or as a journalist, combined with several years of experience with writing, editing and production of communications material;
  • University degree in communications, media studies, journalism, political or social science, international affairs, or other related fields;
  • Ability to communicate clearly and concisely in English, including proven editing and writing skills;
  • Good knowledge and understanding of political and legal developments in the EU;
  • Experience in development and implementation of communications strategies and policies for non-profit organisations is an asset;
  • Previous work experience with print and online media in the EU and very good contacts in the EU media landscape, in particular to the leading media (TV, radio, print), is an asset;
  • Proficient IT skills, experience working with a website Content Management System and understanding of online publishing;
  • Experience preparing audio-visual materials and infographics for dissemination on the web is an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective working relationships in a multi-national and multicultural environment;
  • Professional fluency in the English language, knowledge of other European languages is an asset.

Background:  

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organization registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions worldwide. In Libya, Democracy Reporting International (DRI) has been supporting the constitution-drafting process, community engagement in governance, civil society strengthening, the democratic transition, and women’s participation in public life.  

Under the ISAL project (Improved Service Delivery and Accountability at Local Level) which is implemented by a consortium of CILG, VNG International and DRI and funded by the European Union, DRI aims to contribute to the consolidation of the democratic transition and stabilisation process in Libya by ensuring Libyan citizens and their representative networks and organizations are more involved in local public life, municipal action, and local policymaking.  

ISAL focuses on bilateral work with municipal officials and community and civil society representatives to build trust and provide targeted capacity building on participative approaches in local governance. We engage in activities that aim to achieve a wider shift in mentality, toward municipalities, civil society and other community actors acknowledging the benefits of participative local governance and fostering sustainable cooperation. As part of ISAL, the consortium will be designing and constructing an urban park in the Eastern municipality of Maradah. Throughout the process, the consortium will work closely with the municipal council and the local CSOs, representative groups and networks to ensure a truly participatory and inclusive co-ownership process, enhancing transparency and reinforcing the trust between the council and the citizens.   

In line with the objectives of the above-mentioned project, DRI Libya is recruiting two experienced facilitators to coach and support the municipal council in Maradah in executing 3 (three) community consultative sessions. The Facilitator will also mentor and support local CSOs and citizen representative groups to facilitate a conversation with the officials at the council regarding the needs of their communities related to the urban park.   The Facilitators will work with a Senior Expert who will develop the methodology for the consultative sessions. The facilitator is expected to report back the outputs of the consultative sessions to the Senior Expert. 

The desired result of this activity is increased community engagement within the municipality and increased trust-building between the municipal council and the residents. It aims to ensure co-ownership of the process of constructing the urban park and to ensure cooperation between the council and residents/CSOs in the maintenance and sustainability of both projects 

Your tasks: 

  • Coach the targeted municipal councillors and staff on mobilising CSOs and community groups and their involvement in municipal planning  
  • Build bridges with CSOs and citizen representative groups and networks to facilitate their active engagement with the municipal council  
  • Support the municipal council in holding three consultative sessions with the targeted CSOs and citizen representative groups  
  • Conduct a pre-coaching assessment and a post-coaching assessment 
  • Write up a report which summarises the output of the three consultative meetings and forward it to the Senior Expert, which also entails concrete recommendations and next steps for the municipalities following the interaction with them 

 

Deliverables: 

  • Attend training on the methodology set up by the Senior Expert  
  • Provide short coaching sessions to the members of the council in Maradah, as provided in the methodology of the Senior Expert 
  • Provide short mentoring sessions to targeted local CSOs and representative groups, as provided in the methodology of the Senior Expert 
  • Support the council in facilitating the 3 (three) community consultative meetings  
  • Conduct a pre- and post-training assessment, analyse the results and share reflections in the final activity report 
  • Submit a final activity report including the output of the consultations, material and content used, reflections on the work conducted and observations throughout, results from the pre- and post-assessment and recommendations for the municipal councils on the next steps after the training.

Qualification  

  • Bachelor’s degree in Political Sciences, Social Sciences or other relevant fields. 
  • At least five years of successive experience in the field of facilitation with at least 3 years of experience in the field of local governance or local community engagement 
  • Excellent communication and interpersonal skills. 
  • Attentiveness to gender and diversity issues, including gender-sensitive communication. 
  • Must be a resident of the mentioned municipality and have excellent relations with the stakeholders in the municipality  
  • Ability to work closely with the municipal council and the stakeholders in the municipality.  
  • Excellent reporting skills.  
  • Excellent command of Arabic.

The expert must be based in Maradah.

The level of effort for this assignment is ten expert days.

Under the supervision of the Europe Manager, and in close collaboration with the relevant team/s and the Director of Programmes, the officer will contribute to tracking institutional developments, designing effective influencing strategies and building and servicing stakeholder partnerships and networks.

Your Tasks

  • Monitor  developments among relevant international institutions and actors, and within EU member states, identifying opportunities to advance DRI’s strategic goals
  • Design and implement effective outreach and influencing strategies and campaigns to advocate for strengthening of democracy and rule of law
  • Co-develop and service relationships with various external stakeholders, including NGOs, regional networks, media associations and policy makers
  • Represent DRI at meetings and conferences on relevant policy topics as required

  Required:

DRI is currently recruiting a full-time Project Coordinator for its Country Office in Lebanon. Under the supervision of the Programme Manager, you will:

 

Your Tasks:

  • Co-designs and leads the implementation of all project activities, such as events, workshops, trainings, and publications;
  • Monitors and reports on the implementation of project activities, updates the project workplan accordingly, and is responsible for internal and donor reporting on relevant projects through writing and researching for weekly and narrative reports;
  • Monitors and reports on political, social and legal developments relevant to the projects;
  • Coordinates engagement and project delivery with DRI partners and stakeholders;
  • Coordinates with the Finance Unit when planning deliverables and signs off on project expenditures not exceeding 500 EUR in accordance with the project budget;
  • Travels in the different regions of Lebanon to ensure sound implementation of project activities;
  • Develops Monitoring, Evaluation, and Learning (MEL) frameworks and tools, analyses project data and compiles MEL reports in accordance with DRI’s MEL and donor guidelines and in close coordination with the Project & MEL Officer;
  • Ensures gender and diversity mainstreaming in the implementation of all project activities and project monitoring;
  • Supports the Country Representative on programme development as well as the design and implementation of project frameworks and grant/proposal writing;
  • Supports in reviewing DRI publications and research outputs, including liaising with external experts and consultants;
  • Supports the Country Representative in outreach activities involving key stakeholders such as donor organisations, civil society partners, public officials, academia and media actors;

In an upcoming project, DRI Pakistan is planning to engage with parliamentarians and government bodies to discuss the role of NGOs and how they can effectively assist the socio-economic development of Pakistan in our unique national context. DRI seeks the services of a Civil Society Coalition Expert/Consultant to support the DRI team in engaging with as well as in establishing and operationalizing civil society coalitions in Punjab and Khyber Pakhtunkhwa provinces. The civil society coalitions, comprised of traditional and non-traditional civil society actors including NGOs, trade unions, journalists associations, youth forums, traders’ organisations, etc. are envisioned to collectively engage with public policy reforms agenda and assert for civic spaces.

Your responsibility: support the DRI team in reaching out to local civil society actors, organising meetings/consultations/workshops and other relevant tasks. Your responsibilities may also include the development of ToRs for a CSO coalition, support the coalition in framing a charter of demands around key public policy issues and facilitate their engagement with relevant government bodies and parliamentary structures to push the required policy reforms.

Qualifications we require: 

  • A university degree in Political Science/Public Policy/Human Rights/ International Law or equivalent;
  • Excellent understanding of Pakistan’s democratic and human rights policies and systems, specifically in purview of the country’s relevant international obligations;
  • Demonstrated experience in developing/managing civil society’s joint campaigns around human rights related policy reforms. Experience of working with parliamentary structures and government bodies will be considered a valuable addition.
  • Excellent communication, research and writing skills;
  • Fluency in written and spoken English and Urdu.

  1. Identification of key parliamentarians and members of relevant parliamentary committees who have an interest in and will have an influence on addressing the issue of shrinking civil society space in Pakistan.
  2. Design and deliver consultations and briefings for various stakeholders including parliamentarians and politicians in the federal as well as provincial capitals to increase their awareness of the issue.
  3. Hold one-on-one meetings and briefings and provide technical advice to the parliamentary bodies for sustained efforts to move the issue forward.
  4. Show progressive development towards issue identification and then graduating the debate leading to public action (statement, resolution, public resolution or a successful meeting etc.) through individual and public engagement making sure the whole campaign and engagements are well-knit, coherent and goal-oriented.

Qualifications we require:

  • University degree in Development Studies/Human Rights /Law/ Political Science or equivalent.
  • Demonstrated experience in engaging/working with public institutions and senior politicians ideally in a campaign setting. Should bring to the table a vast contact base and engagement history with key stakeholders.
  • Demonstrated understanding of how laws and policy works and what can be the role of various institutions, procedures, mechanisms to advance a policy agenda.
  • Excellent understanding of the issues being faced by civil society in the country and the domestic legal framework applicable to registration and regulation of civil society organisations.

Objectives of the Assignment  

DRI is recruiting a short-term expert to provide technical expertise and conduct a training on municipal disaster risk management for selected beneficiaries in the Jurd el Qayteh and Dreib el Awsat UoMs. The aim of this activity is to enhance Community-Based Adaptation to face disasters (such as fire incidents) through:   

  • Improving the efficiency and effectiveness of municipal service provision. 
  • Strengthening local good governance based on preventive planning in the discovery of warning signs, preparedness, and prevention of disaster risks.  
  • Supporting in the formulation of an integrated preventive system that defines plans and responsibilities and adopts innovation and radical solutions to overcome the disaster or reduce its risks.  
  • Strengthening the trainees’ ownership and buy-in of fire-response and emergency response to guarantee sustainability.  
  • Awareness about the engagement of community members in community project design and co-management to ensure long-lasting, successful achievement of development and adaptation goals. 
  • Ensuring the cooperation among the different local groups and stakeholders. 
  • Strengthening the trainees’ social responsibility and leadership skills based on democratic values 

The level of effort for this assignment is 2.5 working days in total; half a day for preparation and two full training days (one per UoM).

  • Develop a participatory training curriculum that meets the results stated above. 
  • Design SMART results and baseline indicators in line with DRI’s and the project objectives.

  • Deliver a one-day interactive capacity-building workshop per UoM.
